Project Brief:

The Telangana State Election Commission (TGSEC) is responsible for preparing electoral rolls and conducting elections for Panchayat Raj and Municipal Bodies in the State. CGG has provided IT support to the TGSEC to enhance efficiency and transparency by focussing on automating and digitizing key election-related processes. It enables TGSEC and Election Authorities to effectively monitor the entire election process from notification to result declaration. Additionally, it provides election officers with essential guidelines, circulars, and handbooks, while also allowing contesting candidates to upload nomination and expenditure details. Voters can conveniently download their voter slips, and TGSEC can make informed decisions through real-time dashboards, MIS reports, and data dump analysis.

The system consists of key modules such as the Electoral Rolls Management System (ERMS), Polling Personnel Randomization System (PPRS), Election Process Management System (EPMS), Grievance Addressal System, Te-Poll Mobile App, and a Ticketing System. Significant improvements have been implemented in 2024-25, including automation of voter data segregation, automated unmapping of duplicate EPIC IDs, Telugu electoral roll generation, and GIS-based polling station tracking. The system also introduces a new Mandal GP mapping service, role-based access for election personnel, and a strong password policy for enhanced security. These enhancements aim to improve accuracy, usability, and accessibility across the election management process.

With the capability to handle 1 TB of electoral data, the system has successfully generated electoral rolls targeting 1.7 crore rural voters. As of February 19, 2025, around 9,66,861 final electoral rolls have been downloaded. Future enhancements will focus on real-time GIS-based polling station tracking and expanded multi-language support to improve accessibility for voters across different regions. The project continues to evolve, integrating new technologies and process improvements to ensure a seamless and transparent election experience.
